I'd be delighted to share some clarification about classes in QuickBooks Online.
At this time, there isn't a way to directly set a default class for transactions or line items. You'll need to manually enter the right class whenever you create your sales or expense transactions. For more information about this, I'm also including this article: How to set up and use class and location tracking
Lastly, I don't want you to go empty-handed. You may want to visit our Apps Center. In here, you can look for a third-party app, that will let you set up a Default Class Approver and integrate it with QuickBooks.

I can share some information about creating a default department via QuickBooks Online.
If you're referring to a person who will approve the department assigned to the transactions, you can add a user to do the job.

However, if you already created the transactions and it's pending for approval without logging into the system, this feature isn't currently available in QuickBooks Online.
