An item may not appear on a job costing report if its transaction was entered on the Expenses tab, opposed to the Items tab. You can fix this by editing your transaction to use the Items tab. You'll additionally need to ensure your item is linked to the correct income/expense accounts.
Also be sure to confirm your date range is set correctly on the report, the transaction is correctly assigned to the job, it's set to be billable, and isn't unbilled.
If the problem continues, I'd recommend troubleshooting with your Verify and Rebuild Data tool. After trying these steps, try running your job costing report again and see if the item shows up.
