All the advice from the Intuit "solvers" is so out of date. If you are working in the new template and the Progress Invoicing feature is still not working, you have to MANUALLY CHANGE the STATUS of each ESTIMATE to "ACCEPTED" from "CONVERTED." This will allow you to continue progress invoicing. You can change the Status from the Action Column dropdown in the Estimate. I figured this out through hours of trial-and-error. Quickbooks / Intuit was zero help.
