The source of the budget is associated with the accounts, not the customer's name. That's why you should filter the report by Name as it'll show an empty field on the said columns.

I'm not seeing how I can run a Budget vs Actual report where the actuals for a partial year are compared to the total annual budget ... in Quickbooks Online. Is this possible? As it is, I have to dump it in excel and manually change things.

In QBO, I can either run a YTD vs the Whole Annual Budget or for a defined period (both reflected in the actuals and the budget.
For example, I want to run the Actuals for the year to Last Month, comparing to the entire Annual Budget. I'm not seeing this option in the customizations.
