In QuickBooks Online (QBO), when a customer accepts your estimate, convert it into an invoice to link the transactions. The steps to reverse it vary depending on whether you have new or old experience with estimates and invoices.
Additionally, if you have QuickBooks Payments and requested a deposit on your estimate, it will automatically convert to an invoice upon deposit payment.
Furthermore, the option to create an invoice from an estimate hasn't been removed. However, there has been a change in the process of converting it. Here's how:

If the option isn't visible, let's perform basic troubleshooting steps. You may have accumulated too much historical data. Whenever you visit a website, it saves some information from the web page in its cache and cookies. These files allow the websites you visit most often to load faster. Not to worry, clearing them will do the trick.
First, let's try accessing your account through an incognito window to rule out the possibility of a webpage issue. You can refer to these shortcut keys to open an incognito window in all supported browsers:
Once done, convert the estimate again. If it works, switch back to your regular browser. Then, clear its cache. This way, you can access QuickBooks with a clean slate. You can also use a different supported one.
Also, if you want to create a partial invoice from the estimate, you can set up and send progress invoicing.

Thank you very much for your offer of help. However, I found out what was causing the problem and how to fix it.
I have been using the desktop app for QBO and that where the problem lied. I had to uninstall and reinstall the desktop app. Once I did that it gave me the option to convert to invoice that was missing before.
