I'd like to add new account to chart of account and I'd like to have the account shown in the middle of PL report, but I don't want to change the numbers of the accounts which have already existed.
Could you tell me how to solve it?

The account will appear on the report in the same order as it shows on your chart of accounts, when it's in it's 'natural sort' view. To reposition it, drag it by its little diamond to a different position:

Thank you for reaching out to the Community. Yes, you can create a new account. However, I recommend creating an account with a different number which does not exist in your accounts.
Also, the numbers of the existed accounts won't change. To create a new account, I'll show you how to do it:
Also, by default QuickBooks will automatically add account numbers in the Chart of Accounts based on Generally Accepted Accounting Principles (GAAP). You can modify an account number at any time. Take note that QuickBooks only assigns account numbers to the system-generated accounts.

I can move the accounts as I would like to when I follow your guide.
At first, I couldn't but when I click the diamont upper left, I can move them.
