Currently, we're unable to create an approval workflow in QuickBooks Online (QBO). Also, once you create a journal entry, it will automatically be posted in QuickBooks.
I'd also encourage checking our QuickBooks Blog from time to time to stay current with the latest feature available in QBO.

You may prepare the JE data in XLS and someone else as Admin importing them in bulk by TP as the workaround.

Rest assured our team are working nonstop to enhance the product and deliver the best experiences for all QuickBooks users. While it's unavailable, you may prepare your data in Excel, and then import them in bulk as suggested by Fiat Lux - ASIA.
Also, I suggest sending a feature request to our product engineers. This way, they can determine what enhancements and improvements are needed to make our product more effective and convenient for our users.

I see the advantage of having the option to set up an approval process workflow for journal entries, @pstromme1.
This feature is currently unavailable in all QuickBooks Online versions. As a workaround, you may prepare your data in Excel, import them in bulk as Fiat Lux - ASIA suggests, or use third-party apps that best suit your business needs.

Meanwhile, you can reverse or delete journal entries. When you do this, QuickBooks creates a new one to balance it. It serves as a record of the changes you've made.

This is such a basic need.
I have not found a similar feature in other accounting applications in the same class as QB Online. You should consider switching to an ERP product.
