QuickBooks Online is a cloud-based software. Most of its unexpected behavior is usually browser-related. For us to verify, let's access your account via a private browser. It's a browser setting that doesn't store any add-on applications. Thus, a good way to start our troubleshooting steps.
Let me guide you through the steps.
Once done, go back to your home page and check your dashboard and your create button.
If it's working fine, you can clear your browser's cache. This will delete your temporary browsing history, thus, fixes QBO issues. Accessing your account using a different browser can be an option, too.

Maybe by pressing the three-lined horizontal bars on the upper left menu should restore the left navigation bar. Give it a try.
The hamburger (3-bars) icon link is to hide the upper section of the Dashboard content to have more real-estate space on the QBO screen.
