I am trying to import a journal entry into QB Premier for the first time using an IIF template file. After my first attempt I got "; [ERROR] [Employee Vacation Fund] Account does not exist in Quickbooks [11288]" but the account is already set up in my chart of accounts. This is a payroll expense subaccount. Do I need to use the entire account hierarchy on the account field?

Yes, include the entire account name including the parent name. Put a ":" in-between the names, with no spaces, like:
Parent:Child
or
Payroll Expenses:Employee Vacation Fund
If you're not-so-inclined to work out these sorts of kinks with your IIF files, you might consider our BRC IIF Transaction Creator Pro tool. Note that even if you do want to create IIF files yourself, you can download it and use it in trial mode to create IIF files tailored for your company file. Then use the IIF files it creates as an example/template to follow. If will, for example, automatically find and include the full account name (like Payroll Expenses:Employee Vacation Fund) in the IIF file when you use only the child name on your worksheet.
