I'm here to share some insights on the lowest QuickBooks Online (QBO) plan that you can create purchase order transactions so you can manage the items you want to buy from your vendors.
Each QBO plan has its own set of features. To create purchase orders, you need to subscribe and use the Plus version. It's the lowest plan that includes the said transaction to tell vendors your intent to make a purchase.
If you're currently using either the Simple Start or Essentials version of QBO, you'll have to upgrade your plan to Plus so you can start creating purchase order transactions.
If you're already subscribed to the Plus version, you first need to turn on the purchase order feature from the Account and Settings page. Here's how:

Then, if you wish to monitor your open purchase orders in QBO, you can pull up either the Open Purchase Order List or Open Purchase Order Detail report. To do this, go to the Expenses and vendors section from the Reports menu's Standard tab.

Purchase orders are related to inventories. You have to pick QBO Plus or Advanced.
