I can walk you through fixing the Web Connector option so you can successfully set up and manage an apps.
The error can be caused by the following:
To fix this let's exit and reopen QuickBooks. Then, make sure QuickBooks is in a Single User Mode and you're logged into QuickBooks as an Admin User. The Admin user has a password since the Web connector will not work properly if the Admin user has no password. Also, ensure there are no other windows open in QuickBooks.

Just to be clear, the QB Webconnector runs fine when QB is closed. The problem is that we can't get it to run when QB is open.

The error message you received may mean one of two things:
To resolve this issue, ensure that your QuickBooks company file path is correct. Though this is entirely optional and only needs to be set if needing to sync with QuickBooks while QuickBooks is completely closed.
Additionally, the path should end with .qbw. Here's an example:
C:\Users\Public\Public Documents\Intuit\QuickBooks\Company Files.qbw
I'd suggest you open a diagnostic window by pressing Control + 1 on your keyboard while QuickBooks is open. Then, let's confirm the file path is causing the issue by removing it and clicking save on the right (no need to regenerate the QWC file).
If the web connector runs successfully while QuickBooks is open, this confirms the path is the issue and simply needs to be corrected.
Lastly, ensure your QuickBooks company you're attempting to sync is currently open.
