The refresh data fix did not resolve the issue. I hover over the receipt and the camera that is on in QB never takes the photo; the camera constantly tries to frame the photo and will say "move closer" or "more light needed" both done but camera does not take the photo. I've uninstalled the app with no success.

For now, you can use your phone's camera to take a picture of the receipts and upload them to the Receipts tab. Alternatively, you can forward images of receipts to QuickBooks. This will allow QBO to extract the necessary information and create a transaction for you to review.
