Allow me to share some information about the QuickBooks Online (QBO) dashboard.
The dashboard has two tabs, the Get things done and the Business overview. The Get things done tab shows the workspace, and this is where you can find the Manage Customer button. You may be in the Business overview tab that's why you can't find the button from there. I'll attach a screenshot below for your visual reference.
You might also want to learn about the Business and Accountant view in QBO. This feature allows you to work with QBO conveniently, depending on your accounting experience.
