So I noticed there has been no template created for progressing invoices.. Why is it not automatically generating one?

Before anything else, I'd like to know if you're using the new estimate and invoice layout. This is because progress invoicing is currently unavailable in the new experience. As a workaround, I suggest switching back to the old layout.
Here's how to return to the old layout:
Additionally, some users don't have the option to click the Old layout button. In that case, we can perform some troubleshooting steps. A cache-related issue may be causing issues with the browser. First, open a private browser to log in to your QuickBooks Online (QBO) account.
Below are the shortcut keys you can use:
Once signed in, check if you can switch back to the old layout or create a progress invoice again. If this works, you can clear your browser's cache and cookies to ensure the web pages are loading correctly. If the same thing happens, you can use supported browsers. It might be that the current one you're using has a temporary issue with the program.

I also cannot progress invoice. I switched back to the old version (template) but I cannot progress invoice from there either. With the end of the month approaching quickly, I need to be able to accurately report for sales tax purposes. Anyone have any luck with chat?

This feature is available to all QuickBooks Online (QBO) versions if you're using the old layout. Please ensure that you have enabled progress invoicing in your account to use it.
Since you're still experiencing issues using the old one, let's use a private browser to rule out any browser-related issues. Here are the keyboard shortcuts:
Once you can do progress invoicing in incognito, return to your regular browser. Then, clear your cache to refresh website preferences and remove temporary files that may interfere with QBO.
Moreover, you can set up and send automatic invoice reminders in QBO, which saves you the hassle of manually tracking due dates.

I’ve had the same issue. It is beyond frustrating. I spent 50 minutes on the phone with a rep who could not figure it out either. It seems like ever since the update came out, everything started getting worse
And also, this is supposed to be created from an Estimate so we can invoice customers for percentages of the jobs. Why would we need to change it starting with the invoice. That doesn’t make sense.
This workaround worked for me:
Go to any invoice and switch to 'Old Layout'
Then go back to setting and re enable and save progressive invoicing.
The system will now prompt you to make the progressive invoice and work.
You can keep it on the old layout, or switch it back. I would note that in my scenario, it was a 25% down and then a final bill so I just made both invoices before switching back. It looks like it is a bug in the new layout.
I have same issue plus when they migrated from QB Pro desktop to QB online all my previous progressive invoices are no longer linked to the estimates. I can't create new progressive invoices from an estimate because all the previous invoices are not credited to the job. I've been on the phone wit QB Help over about 8 hrs and 5 different people. No one can seem to help me and I can not invoice customers. I've should be out in the field working but instead I'm wasting my time with QB. All this happened because I was trying to move to a new computer and QB forced me to upgrade to Online. Their software is flawed and I am paying $90 a month and I can't even use it. I just want my old QB desktop back.

Currently, the updated QuickBooks Online (QBO) invoice doesn't support progress invoicing. However, if you're using the old one, I'd like to know if you encounter any error messages.
On top of that, since you mentioned that you migrated from QuickBooks Desktop (QBDT) to QBO, please know the estimates used for progress invoicing won't link to the invoices you created in QBDT. I found a way to work around this annoying update.
I have no idea if it works with the new updated layout so I am staying with the old way until they fix it.
When creating a invoice from an estimate, the system now automatically marks the quote/estimate as closed. You have to go back to the estimate and mark it as accepted which keeps it open and you can continue with progress invoicing. It's a pain, but it's working so far.
