I followed the steps for your solution. After spending over an hour on the phone with the Tech Support people at Intuit, I was told that this omission is a feature of Quickbooks, rather than a bug.
That is, for the Purchases by Item Summary report, the current period includes (sub)total lines for the quantity of each summary level of item, but if you in include prior period, YTD, or period in prior year, the software is unable to generate the same (sub)total lines for each summary level. (The earlier screenshot demonstrates what I am saying.)

The quantity column from subtotal lines automatically appears when I run the comparative columns for the prior period, year and year-to-date.
We can run the verify data in your book to check if the missing subtotal of the report is caused by data integrity issues. Then, let's run the rebuild data that can resolve the issue that the Verify data finds.
To identify data issues, select Window from the main menu. Select Close All. Then, choose File and select Utilities. then, select Verify Data.

When I ran Verify data, there were no issues found. Yet there continues to be a problem where the QTY totals and subtotals for levels of itemization are missing.
