Our organization has been using QBO Basic but just upgraded to QBO Plus Non-Profit. I've transferred Customers, Vendors, and Chart of Accounts. What is the best way to transfer transactions? What about Reports?

Your best bet is to find an app that can transfer your transaction. Just click the Apps menu on the left-hand side to search for one.
You can also download the transactions from your bank and upload them to the new QuickBooks. You can check about manual upload for more details. The reports will be created after doing your transactions.

Did you upgrade your plan to QBO Plus or open a new blank QBO Plus account?
A new plan. We were using a monthly Basic subscription, and now got an annual Plus through TechSoup.
