I know a way how you can Wanting to set Budget reports to default to annual budget amounts in QuickBooks Online (QBO), AnnTM.
We can set up the report to Yearly by entering your budget for each account to Yearly views. Then, save it to default the report to annual budget amounts. See the screenshots for your reference.

To achieve this, follow the steps below:
- Go to the Gear icon on the top menu.
- Select Budgeting.
- Tap Create new.
- Select the fiscal year you’re creating the budget for.
- Choose the Budget type: Profit and loss.
- Select the Budget format: Consolidated budget or Subdivided budget. Then, Next.
- To customize the budget title, select Edit ✎ next to the automatically generated title.
- If you want to prefill your budget with the reference data, select the check box next to Accounts to select all the rows, or select individual rows. In Batch actions select Copy reference data.
- Now, enter your budget for each account and switch between Yearly views.
- Press Save or Save and close.
