If that's what you mean, we ca perform some troubleshooting steps to fix this. There are instances when the browser is full of commonly used page resources, which results in errors or odd behavior. Let's use a different or private browser to view your account. You can use either of these shortcut keys to access one:
Then, check if it still shows the error message. Once it doesn't appear anymore, go back to your regular browser and clear its cache. This is done to speed up the process the next time you do a transaction in QuickBooks. Also, an alternative way is to use other compatible browsers.

Same for me today! Now the app is only a blank white screen. So frustrating. Would love to try the refresh recommendation but it seems completely down now.

If you're using an app, you can try to uninstall it and then reinstall the app. If you're logging in through the browser, you can clear your browser's cache. There are times when the browser you're using has information stored that's stopping or causing the error.
I've got some steps to help fix this issue. First, sign in to your QuickBooks account using a private browser. It helps isolate the issue since it doesn’t store data in the cache. Here are the following keyboard shortcuts:

This sadly didn’t help with the app for the phone…. I should have clarified I pay bills from the Quickbooks app on my iPhone. It is now saying that you cannot pay bills from the Quickbook app … for the phone. It used to though.
I tried to delete and reinstall the app… didn’t resolve the issue

Since you're unable to perform the troubleshooting steps shared by Adrian_A for refreshing your app's data, and uninstalling/reinstalling didn't work, I'd recommend offloading the app.

Once you've finished performing these steps, return to your QuickBooks app and check to see if you're able to pay bills from it.
In the event you're still unable to pay bills in the app, you'll want to get in touch with our Customer Care team. They'll be able to pull up your account in a secure environment, conduct further research, and create an investigation ticket if necessary.
