I've come to share some troubleshooting steps to help you get rid of the error message. I want to make sure you can access Bill Pay on the app.
Have you tried opening it using a browser? If it works, I recommend clearing and resyncing your app data. This would be great for a quick update to fix common issues in QuickBooks Online (QBO). It only takes a few steps and can be done with ease.
Here's how:
Allow a moment for the process to complete, and then close the app. Doing this will remove historical data so you can access QuickBooks with a clean slate.

I did try to refresh the data, no luck. I also tried deleting and reinstalling the QBO apps, no luck.

However, since you followed the instructions provided by my colleague and it didn't work still, what we can do at this time is contact our QuickBooks Online Support Experts. They'll be able to use a screen share tool to walk you through some more steps to assist you and review your account securely.

On the other hand, I just want to confirm if you've already tried opening Bill Pay using a browser. If not, you can try to do so, if it works, let's just use it in the meantime.
