To clarify, even if you click the arrow drop-down in the action column, are you still not able to see Schedule Payment? If not, please provide me with a screenshot of the options you have listed.

Hello. When I click the Action column, all I see is Copy and Delete. I don't see Schedule Payment. This changed about two months ago. Before that, we could always see Schedule Payment. Did QuickBooks do a software update to change this?
To clarify my last post: Previously, the Action column would say “Schedule Payment” when the bill needed to be paid. After the bill was paid, the Action column would change to “View/Edit.” Now the Action column says “View/Edit” for all bills, whether they’ve been paid or not.
Let me provide some information about the Schedule Payment option in the Action column, @skanter-rimland-.
When a bill is not yet paid in QuickBooks Online, the Payment Schedule option appears in the Action column. See screenshot below:
If it's paid already, the option that will only show are the View/Edit and Delete bill button.
If this isn't what shows on your end, we can perform some troubleshooting steps to fix this. There are times that the browser is full of frequently accessed page resources, which causes some errors or unusual responses. Let's start accessing your account using a different or a private browser. You can use either of these shortcut keys:
Once the Payment option shows, go back to your regular browser and clear its cache. This is done to speed up the process next time you do a transaction in QuickBooks Online. Also, an alternative way is to use other compatible browsers.

I'm on a different QuickBooks screen than above. I'm trying to paste a screen shot, but it says "Image upload failed. Try uploading a different image or from some other source." I'm on the Expenses/Vendors screen, not the Expenses/Bills screen. There are 4 options when I hover over Expenses on the left menu:
Expenses
Expense Claims
Bills
Vendors
I noticed there were only 3 options on your screen print above, so maybe I'm on a different version of QuickBooks.
Also, I tried opening QuickBooks in Microsoft Edge, but it didn't solve the problem.
You're right, @skanter. You're currently on the Advanced version so there are 4 options showing on your Expense screen.
Let me walk you through the Schedule Payment option. You can view the option on the Bills page, specifically when you click the dropdown arrow under the Action column in the unpaid section.

I also get the same concern.
I only have Save | Save and print | Save and close options. NO schedule payment
Also on the BILLS, why dont i get the Review Bills | PAID | UNPAID tabs?

I'm here to help fix the issues you encountered.
To begin with, the Schedule Payment button will be available once you start paying bills through QuickBooks Bill Pay. You can review my detailed response to your prior post about this one through this link: Why I don't have a Schedule Payment option?
As for the For review, Unpaid, and Paid tabs, you'll see these options by going to the Expenses tab. To do so, click Expenses from the left panel. Then, select Bills.
If the same issue persists, we can perform run some steps to isolate the issue. To start with, let's open the Expenses tab in an incognito window. You can use these keyboard shortcuts to open one:
If it works, you can go back to a regular browser and clear its cache. Piled cache can also be the reason for some unexpected issues on the opened pages. You can also switch to a different browser like Google Chrome, Mozilla Firefox, Microsoft Edge, or Safari to eliminate the possibility of a browser issue.
