I have Fixed this (NO THANKS TO INTUIT) I had the EXACT PROBLEM. IT IS NOT YOUR SOFTWARE. Go to Print Forms 1099's then go to the form you DO NOT WANT (1099 MISC) and select OMIT from 1099 ON ALL ACCOUNTS YOU WANT TO PRINT ON 1099 NEC -- Then (and ONLY THEN) can you go into 1099 NEC and the drop down menu will UNLOCK.
I spent 10 WEEKS, FOUR FULL REINSTALLS ON TWO COMPUTERS - and sending my data file to QUICKBOOKS -- TO FIGURE THIS OUT MYSELF.
This will work.
NOT SOLVED -- This problem is ONLY CORRECTED by going into the 1099 form you DO NOT want and using the drop down menu in the 1099 MISC MAPPING section to select OMIT in the drop down menu THERE. This will UNLOCK the drop down menu in the 1099 NEC forms ---- THEN and only then can you select the correct boxes -- the instructions on the HOVER menu are NOT CLEAR - the LOCK is taking place in the form YOU ARE NOT LOOKING AT (1099 MISC). Correct it there, then go back.
Go to the form YOU DO NOT WANT. (1099 MISC) as if you are going to use it.
When it gets to the mapping for THAT form, the drop down menu WILL WORK for the accounts, use OMIT for EVERY account you want to use for 1099 NEC
Go all they way to the end and save and close this process
THEN go to 1099 NEC and the drop down menus will be UNLOCKED.
Easy. NO THANKS TO INTUIT!
Go to the place you DO NOT WANT
Go to print 1099's and choose 1099 MISC
Then click through the MAPPING page
Select OMIT from every account you want to map to 1099 NEC
SAVE
Then go to 1099 NEC
The accounts will NOW be unlocked from Box 15.

While attempting for hours and days to align my 1099's. Somehow the updates and the tool hub...made the Misc Box 15 state tax withheld in grey and not able to change. After reading all of everyone else's same issues. And really no answers. I wanted to share how I resolved mine. And yes, I even printed mine even though it said it did not fit page. I said ok to print and it printed perfectly!!
Here is what I did. Go to List...Chart of accounts...add new: choose account type for 1099 under: cost of goods (as it should be if you have paid non employees) account name, I title mine Contractors-1099 then, tax mapping: 1099 misc non employee compensation.
Now go back to the folks you paid for the 1099. Delete their prior payments first. Then go in edit the entry and put it under your new "field". Repeat if needed for each person. Now continue to follow thru with steps for printing out 1099's. After complete, do not forget to either delete or make inactive on the original one that gave you this issue. I hope this helps anyone in need!!

Same here. Spent several hours on the phone and found your solution on internet while I was on hold and it worked.
You are not kidding... Try doing this for all your files in 2018 (common remapping issue)...
Then being told NEC 3-part will only print in 2019-2022 QB (update required issue)...
Then after upgrading discovering the upgrading of the data file from 2018-2020Mis-converts all of the NEC box 1 (one just spent days creating) as mapped to box 15 MISC in error. This means we have to do the entire mapping project not once... But Twice. for 10+ companies. (without the accountant version).
Intuit has absolutely fallen apart on this one.

Hours and hours and then paid to upgrade to current 2022 and still nothing worked nor did support help. 2022 didn't work because it didn't give me the most current release even after updating (everything including critical fixes). Finally after checking "reset download" did it give me the most recent R3-78 update and then close QB and restart computer (F2 to check version). Then all my balances for my 1099-nec went to -0-. Still didn't work.
When I did the instructions to choose the 1099-misc and select "omit these payments from 1099" and then go back and reselect Form 1099-NEC, finally it worked. It took a combination of the two steps, current release (not just the 2022,R3-65 release, but the R3-78) and following the "omit these payments from the 1099 misc. instructions. Thank you for posting this fix. So disappointed in quickbooks.
OMG. You are brilliant. You figured out their mapping error.
I spent 10 plus hours with QuickBooks over 2 days. They insisted I needed to upgrade from Pro Premier 2020 to 2022. There was still the issue.
Wow. I went to 1099 Misc and changed the accounts "omit these payments from 1099", then went back to 1099 NEC and was finally able to change the grayed out accounts.

I am having exactly the same problem! I updated 2021 to 2022. Immediately the 1099 function is not working because it is auto-filled and locked on Misc Box 15 and I can't seem to change it. It is blocking all my efforts. How do I repair this issue?

To help resolve this concern, I'd suggest you follow the steps to change all the 1099-Misc accounts to "omit these payments from 1099" shared by user @MiterCon. It will then update the 1099-NEC accounts to Box 1 and generate 1099-NEC reports.

It is not just QB Desktop--it's also happened in QB Accountant's Version 2021 as well. To make matters worse, not only is the Gross wages printing out in the WH field; but if you go in and attempt any sort of alignment? The entire SYSTEM CRASHES! AND, Boots you out of the program---- driving my Q_Box to now, also have issues! At first I just thought it was something
I was doing....but I don't "align" the boxes initially in the program, Intuit does AND then no one bothers to tell anyone that the ALIGN buttons that are needed----- it takes you 4 calls and so many different levels of identification processes-----to find out that you can't align anything UNTIL just at the time that you send it to the printer #1 but Like I also said, after 4 attempts? This is completely MESSSED UP-- Imagine how many people i America are going to be getting 1099's with their GROSS in the Withholding box---- I can't believe INTUIT has not fixed this!! ERROR CODE " We Apologize for this inconvenience----help QBks eliminate this issue..... 13984 15123 ..........then TOTAL SYSTEM BOOT / Kicked out / Shut down! TERRIBLE!!! And we're not the only ones! I was "wondering" why we were getting so many Hand written 1099's this year--from formal companies and law firms-----now I KNOW!!
Your notes helped me solve a problem with 1099-NEC not showing an amount for a vendor. The vendor's 1099-NEC mapping showed a payroll tax account that must have been tied to it by a software 'gliche' - really odd. I could not get the drop down to classify the box to print the account's amount to work and could not change the information shown. Played around for hours. Then I read your notes, went to the company preferences for 1099, selected 1099-misc and went through the listing until I found the account with the wrong mapping and was able to toggle it to omit on 1099. Then I went into mapping for 1099-NEC, located the account and was able to map it to 1099-NEC box 1. Hope this helps someone.
