The IRS sent me a packet of W-2/W-3C's, I have made the corrections manually and when I go to print them there is not an option to print them on pre-printed/blank forms. Why?! Am I missing something? How else am I supposed to print these if it's not available?

No, you're not missing anything. QuickBooks only prints them on plain paper, not on pre-printed forms.
As with W-2 forms, there is no reason to use the pre-printed W-2C forms because the SSA accepts them when they are printed on plain paper. Printing on forms just makes it harder.

Basically nothing you wrote applies to the C forms, and on top of that you didn't even answer the customer's question.
If you had actually tried it, you would know what your steps won't work at all and that they do not apply to W-2C's.
Among other things there are no options to select a type of paper to print to, and there are no perforated forms that work for a W-2C or a W-3C, since both are full page forms.
When you start to print the C forms, you are presented with only these options:

I agree with BigRedConsulting when creating your W-2c in QuickBooks. You can create the form within the system and print them on perforated paper only (not pre-printed). Then, you'll need to file it manually with the Social Security Administration.
I'd also suggest downloading and installing the latest QuickBooks Desktop release version, the payroll tax table, and your Adobe Reader to fix unusual printing behaviors. To help you with these processes, you can use the links below:

Seriously, @LieraMarie , you didn't even answer the question asked. I see this incompetence repeatedly from Intuit employees.

There is no issue. There is no need for pre-printed forms for the W-2c (or the W-2, actually.)
