The IT-3 and W-2 forms are separate and must be filed independently. The IT-3 should be filed directly with your state agency outside of QuickBooks.

When you file your W-2s at year-end through QuickBooks, the system will automatically send copies to your state if required. However, this only applies to the W-2 forms themselves, not the IT-3.
