Is that why my pin from 2016 won't work?  I never used it, and tried to activate it today.  I'm trying to pay my taxes that are already a day late.  I actually applied for a new pin today because I forgot I had one, then I found the original pin letter.  It taxes a week for them to issue a new pin, and online it says to wire the money.  We did that last year and it was a pain.
