Let me clear this up and help you attach pictures in QuickBooks Desktop (QBDT).

When you attach pictures of your new packing slips, you'll need to scan and add them manually to the bill. To do so, you can follow the detailed steps provided by my peer MichelleBh above in attaching the pictures. 

On the other hand, you can perform the same steps when scanning order on the same bill. I'm adding this article for more guidance: QuickBooks Scan Manager: Scan and attach documents to transactions.
