Creating a packing slip without recording an invoice isn’t possible in QuickBooks Online (QBO). As a way around, you can look for a third-party app that lets you create a packing slip without creating an invoice.

You can go to the Apps menu from your account or visit our QuickBooks App Store for reference. There, you can look for apps that suit your business needs. 

Moreover, in case you have a customer that you invoice regularly, you can create a recurring transaction instead. This way, you won’t have to create an invoice every time your customer buys something from you.
