Since you have already added Intuit as a third-party agent with MD UI fund, QuickBooks should not generate notifications regarding "action required" or "file manually." Given that the status is active and ready to proceed, we recommend that you reach out to our support team for further assistance. Our support can provide detailed explanations as to why this issue is occurring on your end.
