All of the answers correctly tell you how to change your password but they fail to mention you have to go to your bank register and VOID the payment! THEN it will show up under Pay Liabilities again. You can then start the EPay process, change the password for EFTPS (you have to have already done that on the EFTPS site) , make sure the option to save the information is checked, and proceed to re-send the payment. But if you don't void the payment in QB, you cannot send the same one again.
