I'm here to help you change the Master Admin in your QuickBooks Online account.
With QuickBooks Online, you can add different types of users, but there’s always just one master admin who can manage all other users. If you’re using QuickBooks Online Simple Start, then you'll need to contact our Online Support to transfer the Master Admin. First, sign in to QuickBooks Online as the current Master Admin, then follow the steps I've provided below on how to make the transfer with ease:

I am the master admin on a Quickbooks Online account but have forgotten my admin user ID and password. I can login under my personal user ID/password but cannot make the change to master admin that I need to. Can you help?

You can use the Intuit Account Recovery tool to remember your User ID and password. Here's how:
Please take note that to reset your password or recover your User ID, you need to have access to the email you used when you signed up for QuickBooks Online. If you no longer have access, you can send us a request to recover your account.

This does not work for me. When I go to change the current master admin I do not have an option to change them

Let me help share a few instances which can be the reason why you're unable to change the Master Admin access and role.
To start with, is the account in question billed under your accountant, or have you receive it given by your them? If yes, you can contact your accountant and let them change the master admin of the account on file.
If no, you can use this link for guidance in preparing the documents needed to claim the role: Request to be the master admin or primary contact.
