We are having the same issue. Sent the paperwork in on 08/10/2022. I am still not listed as the primary contact. Spent 2 hours on "chat: Was told that I needed to resubmit my documentation. trying to upload the new/old documentation and it is not working. Tried to call the QB number that I was given. No you must hang-up and go to on-line help. Why can't I speak to a real live person? I do not have 2 more hours to waste today and this nonsense. Really frustrated at this point!!!

I had someone call me from QuickBooks. I was thinking that she was going to be able to get this fixed. Nope had to resubmit paperwork again. She had no idea what happened to the original documentation, so more time was wasted again today for what should have been a simple process. Really not happy
Finally got to upload the documentation but Quick books would not accept the letter from the Interim Chairman of the Board. Interesting??????

We're also experiencing this problem. Every time the current primary tries to make me the primary, she gets bounced back to her login screen and then gets a message that she doesn't have permissions. I'm the account owner using the camps.intuit.com site, but our desktop company file isn't reading it or something.
It is a nightmare to change the administration person. I have work for this company for 5 Years and still haven't got my changed. Each year I think I have and the next year same old crap I'm with you the people don't even work here anymore. Can't even update the credit card on file without a big headache. I have sent in paperwork to get it changed and still nothing. Would love to quit Quickbooks because of this.
TirzahC - our CEO recently set me up as a secondary admin for our Intuit/QB Enterprise account, but it does not seem like I have any changes in my access. Now I am wondering what the purpose of being a second admin even is. I was under the impression based on your message that I would be able to add/edit users and do other functions except those specifically reserved for the primary admin.
After being invited, I received the email shown in the attachment. I then logged into my Intuit account, but that basically showed me nothing other than my account profile information. Is there some other process I have to do in order to change my role?

To verify my understanding, since your user profile's been updated to include you as a secondary admin, have you tried adding, editing, or deleting users?
These are the abilities you'll receive once you've been added as a secondary admin. If you aren't sure how to add users, they can be added from your Company menu.

I'll be happy to help you gain access to add and modify users as a secondary admin in QuickBooks Desktop Enterprise (QBDE).
In QBDE, the admin can grant specific roles and restrict access even if you've been assigned as a secondary admin or payroll manager. That said, I suggest reaching out to your primary admin to verify if you have access to manage users.

JaeAnn, that option does not seem to be available for us. When we go to the Roles permissions screen and select Employees & Payroll, there is no option to add or edit users, as shown below.
Just as a side note, it seems like setting up QB users would be a completely different process from setting up employees. I can set up new employees with no problem, but that does not make them QB users. What I can't do, though, is invite a new employee to be able to use the Intuit Workforce portal.

As a secondary admin, you can add/delete users, edit user roles, and assign secondary admin roles to users. Since you don't have those options, let's make sure that you update your QuickBooks to the latest release so you have the latest features and product improvements. If you have users who only need access to connected services like Workforce, you can invite them to create an Intuit account.
Here's how:

Ridiculous! I've been changed to the primary in camps.intuit,com but this has never transferred over to our Quickbooks file. Why not?

There's an in-progress report about Access Denied when the primary of realm tries to transfer primary ownership of the file to another user. Thanks but I've already gone through the processes, sent in the forms, contacted sujpport and have a case #, a person's name and email. It's been a month and nothing has happened. This has been an issue for years. I can't believe that QBs customers haven't already done a mass exodus over this issue. Every position I've had for the last 10 years, this is an issue. It's pretty ridiculous.

I would also agree your experience with the delivery of communication lacks quality given how you manage to simplify the goal you wish to accomplish in this interaction.
However, I still recommend contacting our Customer Care Support. Having the tools to pull your account information, one of our specialists can work with you to ensure you can change the primary admin user. You can do so by following the steps below:

Not sure why you even bothered to respond with this type of message after I told you I have tried that and have an open case that nobody seems to care about resolving.
If the company file is still associated with another Intuit ID, try opening the file and create a backup file. Restore it with a new name and check again.

I have been trying to upload necessary documents to the Camps portal for several days, and the portal will not allow any uploads. The upload area is in a continuous loading pattern. I have tried from multiple browsers and multiple devices. Without this upload I am unable to move forward with updating the necessary documents to allow for a change of Primary Admin to our Payroll Account due to an old admin stuck in the system from 2004. THIS WILL BE THE 5TH TIME I'VE UPLOADED THESE DOCUMENTS. I have spent NO LESS than THIRTY HOURS on the phone with Quickbooks during 2022 to resolve this issue. We are now at a point where we cannot process direct deposit, and we cannot not update our payroll service to calculate any payroll. HELP!!!!!! Quickbooks, you are failing at your job!!!!!
There is a solution.
Intuit will not willingly change the various primary admins in the accounts. Don't know why, but they won't without a tremendous struggle.
The simple solution is to start a new QuickBooks company. From scratch. Re-enter (or use Transaction Pro) or copy the employees, vendors, customers, etc., into the new QB file. Start the payroll as a new company. Might work, haven't taken this extreme step yet.
Another solution is to move the QB company to QB Online. More expensive, fewer features, harder to work with, but all these problems will go away.
After 2 1/2 years since our CPA practice was purchased, we are still having these same issues.
The vault upload only seems to work when you have the QB rep on the phone, get a new access key, and login in while they are on the phone. Then you can hang up and continue to upload docs.
Whatever security protocols they are using, the access key and password sent by email never works.
