In QuickBooks Online (QBO), you can only back up and restore your company if you're using a QBO Advanced plan. These are the data that you can't back up:
Moreover, when you turn on the Online Backup and Restore app, QuickBooks automatically backs up your data. Once it's complete, it'll track any changes made to your company data. Then you can restore a backup at any point in time. To turn on the Online Backup, here's how:

So users who are on Simple Start, Essentials and Plus cannot back up and restore their company file?

QuickBooks Online (QBO) Simple start, Essentials, and Plus versions does not have the functionality to back up and restore your files. You can only perform it if you have QBO Advanced subscription. For more details, read this article: Back up and restore your QuickBooks Online Advanced Company.
As a workaround, you can export your data out of QBO and save it to your local drive. If you want to use them, you can simply import it back to your QuickBooks company. However, there are only certain data that you can export and import in QBO. To check what are those, please open these links:
On the other hand, you can either upgrade to QBO Advanced to take advantage of the feature or look for a third party application that can help you perform the process. To find one, visit our QuickBooks Apps Store page.
