I can't save rules or edit them either. after I fill in what I want, the save button stays greyed out so it's impossible to save them.

If you've already tried clearing your browser's cache based on the steps provided by ShiellaGraceA and still encountering an error when trying save the bank rule or edit them. Then I suggest reaching out to our Customer Support team.
They can further check on your account in a secure environment and verify why you're having this error and help you resolve it.
