Welcome to the Community, @firepros.
Pop-up messages in QuickBooks Desktop give information about a specific function you can use while working with the software. You may turn this setting off straight from your preferences if you wish to get rid of them. I'll demonstrate.
On top of that, I've also included this reference helpful with the resources needed so you can keep the security of your account up-to-date: Account management gathers topics for your Intuit Account.
If you're still getting the same pop-up notification, it would be best if you send us a screenshot or tell us the message so we can look for the best resolution to remove it.
You can click the Reply button if you have other questions or concerns with QuickBooks tasks and navigations. I'm always around to help.

That's just great, but it won't change how payroll updates work. Which you'd know if you actually tried it.

Normally you're not prompted to get payroll updates when you don't use payroll. I suspect payroll was once used in the file, or something close to that.
To stop the payroll updates, remove the payroll service key from the file. To do this, pick Employees | My Payroll Service | Manage Service Key from the QB menu. Then click the Remove button and continue through the warning.
