I can share some insights on how to get around the error message. You'll want to ensure you're logging in to your QuickBooks Online (QBO). Since you switch to QBO Payroll, accessing your Intuit Payroll account isn't possible.
However, if you're trying to log in to your QBO and received the error, I recommend contacting our Support team. They have the instruments to look into your account and investigate the cause of this.

Did you ever get the situation resolved? I am having the same issue and no one at quickbooks so far has been able to help me.
I can help you with resolving the error you have to log in to the account successfully, @chadlals.
This may have something to do with damaged profile data. I have a few ideas on how we might address this.
You can authorize the master administrator to remove and reestablish your user profile. You can give them the following instructions:
Then, let them recreate your user profile before sending the invite. All you have to do is accept the invitation email, then log in with your account.
If it still says disabled, it's possible that piled-up cache in your regular browser caused this unusual behavior. One way to do this is to use a private or incognito window. This doesn't use the existing cache data, which is a good way to check for issues. Here are the shortcut keys:
