I am sorry that I am not completely clear about the response. Per your response, I need further guidance on the following:
1) Whats the contact info (email, website, etc.) to get DCAA compliance keys or instructions?
2) I am not sure about what app needs to be downloaded from the "App Store"; is there an external/additional app that will sit on top of QB for us to become DCAA compliant? If so, what is the name of that app and how much does it cost?
3) Does QuickBooks have a consultant who can help us get aligned with DCAA guidelines and issue a certificate?
4) What are the itemized costs (help from QB to align our accounting practices, any additional software/app needed, issuing a successful audit certificate, etc.)?

We're unable to provide which third-party app you'll choose to integrate QuickBooks Online with DCAA. When you go to the App store you can search for DCAA, and there will be results of apps which is compliant with them.
