I get the log in error too. It's a disaster.
I contacted support and they told me that their back-end engineers have advised that I must delete all of my saved site data and cookies from my browser. I said that didn't make any sense why I needed to delete everything when I'm only having issues with their particular website and not having issues with any other website that I use, and that deleting cookies and site data for everything will be detrimental to me and is not a valid solution.
I found this article on how to selectively delete chrome saved data and cookies so that it doesn't impact all of your web apps. If you are using chrome, you could try this.

I am repeatedly getting the HTTP Status 400 – Bad Request error as well.

I can log into Inuit successfully (hence this message), but not Quickbooks Self-Employed.

I also had this issue, annoying to say the least.
I checked the browser version and updated to the latest as a precaution.
I then went to this URL in Google Chrome: -
chrome://settings/content/all
There were a lot of Intuit cookies, so I deleted them all using the bin icon.
I left all other browsing data and cookies as they were, this was not a blanket delete everything action as suggested by the Intuit support agent.
When I retried the regular link, not in Incognito, it worked as expected.
I did have a prompt to confirm my authentication details, but all is well again.

As they stated, put this into your chrome address bar
chrome://settings/content/all
Then search for "intuit" without the quotes
use the trashcan to delete the intuit data
No need to deleted/clear everything... asking a customer to delete everything is just them tying to cover up that the issue is with intuit...
