I agree with Fiat Lux - ASIA that you're purchasing the Europe version that's why QuickBooks Online asking you to enter a VAT number and billed you in EURO.
To ensure you sign up for the QuickBooks Online Unites State version, you can follow the steps below.

However, if you already created the account using Euro, I'd suggest canceling the account. Please refer to this article: Cancel your QBO subscription.
You can always check your billing history in your account to check your subscription. Just go to the Gear icon and click the Account and Settings tab. Then Billing and Subscription and hit View Payment History. For more details, check out this article: View your QuickBooks Online payment history.
