Sometimes, a green circle in the Banking section means there's a bit of a delay in downloading the data, goconnie1.
We can try a few browser troubleshooting steps to get rid of that spinning circle. First is to refresh your QBO by restarting the browser. Then, reopen QBO and go back to the Banking section to see if it's working again.
If the same thing happens, you can proceed to the second step which is to open your account using a private window. If you can access the Banking section there, then the behavior has something to do with the browser's cache. You can clear it out by following the steps in this article.

I have the same issue. I've closed my browser and restarted. I've tried a Private Window, still nothing, just the round and round cirlce. Even restarted computer....still round and round green circle.
Tried a different computer.....still the round and round green circle.
This is really really frustrating when trying to get on with your business day!
