Trying to link an employee AMEX credit card to QB but I get the message saying I have no authorization to do that and account owner needs to do that. Employee has an AMEX online account set up.

You can let your employee add you as an authorized user in their online banking. This will allow you to link their American Express Credit Card to QuickBooks Online (QBO). Once done, here's how to add AMEX Credit Card to the QBO Banking page.
First, let's create an account for AMEX Bank in the Chart of Accounts (COA) menu. Here's how:

After that, you can go to the Banking menu to link the AMEX CC. Here's how to link:

I have a company AMEX card and add employee cards to that account when necessary. So I already should have authorization on his card.

I recommend contacting your financial institution. Doing so will help you confirm if you're set up as the account owner and verify your access.
Also, QuickBooks Online will automatically download transactions once you connect your account. You can see them in the Banking menu. Then, once you're ready, you'll want to review, add, and match them.
