I'm here to help you get your those transactions into QuickBooks Online. If Paypal is connected to Online Banking, we can manually update your account to refresh the connection between your bank's website and QBO. Here's how:
We can also manually download them from your bank and import them into QBO using the WebConnect feature by following the steps in this article: Manually upload transactions into QuickBooks Online.
If it's through the App, the data imported to QBO depends on the information shared by them. Since you're unable to sync your transactions, it would be best to give them a call so they can check your account and settings to help you with the import.
