This can happen when the connection between your bank and QuickBooks Online was interrupted which is causing the transactions to not sync properly.

If they still don't show, we can manually import them using our WebConnect feature. Once it's successfully imported into QBO, we can then assign and categorize them.

Let me share some clarification about Amex not syncing properly to QuickBooks. The investigation number INV-25254 in the link you have shared is already closed.
Our product engineers had coordinated with American express and were informed that the Amex transactions were delayed in being pushed into QuickBooks. Also, for some instances, some transactions would be lost and manual intervention would be needed form Amex side to push the skipped transactions to QuickBooks Online.
If the transaction has been delayed for 10 days, you can reach out to our support team to report the issue. This way, our product engineers will be informed and get the issue resolve as soon as possible.

The Banking tab in the left navigation menu is for QuickBooks Online version. The Banking menu for the Desktop version of QuickBooks is located at the upper right top of your QBDT account. I've added a screenshot for your visual reference:
