We appreciate you getting back here in the thread, Eleazar.

Before anything else, we'd like to take this opportunity to thank you for getting back here in the thread and for allowing us to help you with your query. In QuickBooks Online (QBO), you can create budget by class, but doing it by location isn't possible.

A workaround to get you through this is to ensure class and location are enabled or turned on inside the company file. You can also upload it through a CSV file if the spreadsheet sync doesn't work. If you wish to proceed with uploading the CSV file, we'll gladly write the steps below.

You'll want to download a budget template. These are the steps:

  1. Go to Settings, and select Budgeting.
  2. Select the Create budget dropdown ▼ and select Import budget.
  3. Select the Sample.csv link to download the template.
  4. Save the file somewhere you can easily find it, like the downloads folder on your computer.

For more details, see Upload a budget using a .csv file section inside this article: Create budgets in QuickBooks Online.

Moreover, we've got these articles to help you learn more about what data you can get into your company, modify your business report and keep their settings for future use inside QBO:

The Community team is always ready to get back to you if you need further assistance with this or have a task you'd like to accomplish inside the program. Please don't hesitate to visit us anytime. We've got you covered. Take care, and have a nice day!

Can I upload budgets by class and Locations by using Spreadsheet Sync ?

So basically is the answer yes or no to the question - QB Spreadsheet Sync does not work to set up a budget by class?

I know how to do it the other way and we do use Advanced.

Can I upload budgets by class and Locations by using Spreadsheet Sync ?

I have been able to upload a consolidated budget using the csv file sample and filing it in, then saving it and uploading it back to QB.

To do a class budget, I set up my budget selecting the "subdivide by" class option but what is crazy is that I have to manually enter each of the classes' budgets.  I was hoping the Spreadsheet Sync would allow for subdivided budgets but it is only giving me the "consolidated" option.

If you figure out a way to upload a budget by class, please share!

I've completed a Feedback request. It REALLY is awful that Intuit is not up front about this limitation, though. You wasted 3-4 hours of my time.
