Yes, it can. Once you've connected your bank and credit card accounts, QBO automatically imports the latest transactions and suggests categories. If the entry already exists, the program prompts you to match them instead so you don't get duplicates.

Thanks if the transaction is already in the register will quickbooks online identify a duplicate expense or bill and match that to the transaction?

If a transaction is already in the register, QuickBooks Online will not detect if there are duplicate expenses or bills. You will need to manually check the register and identify any duplicates. Alternatively, you can run a Transaction Detail by Account report and customize it to track the necessary information.
