If the bill has already been paid in QuickBooks, you can match the bill payment to the bank transaction. However, if the bill is still open and you haven't recorded a bill payment yet, you can match it directly to the bank transaction. To match or link the bank transaction to the bill payment or the bill, you can follow the steps below:

On the other hand, if you have money returned to the bank transaction with the same amount, you'll have to ensure to categorize it as Accounts Payable.

So I have 2 instances with card decline.
I have my business bank account linked to quickbooks. I went to purchase items to resell and my business debit card declined. So I ended up using my personal debit card to make the purchase. I did make a journal entry to show I spend x amount for cost of goods sold and that it was an owner investment. How do I categorize the bank transactions on my business account that declined? I didn’t create any bills within quickbooks, I tried matching the transaction with the journal entry I created, but it won’t come up after I click the match button
another instance I have is where my business card declined for an online subscription I was using. I ended up canceling the subscription before any payment went through. So how do I categorize that declined transaction in the bank transaction feed?

I'm here to provide some insights about categorizing your bank transactions on your bank feed in QuickBooks Online (QBO).
If the declined payment originates from a different account and the journal entry is recorded in other accounts, they cannot be matched.
Regarding the categorization of bank transactions for your business account and the declined transaction for your online subscription, you can exclude the decline purchase since it doesn't affect your bank balance.
