Let me take a note of your customer service experience. Then, send it to our management team so they can check and discuss why they keep hanging up on your calls.
Going back to the refund, you'll usually receive an email if the process went through or not. Please check your email for confirmation.
If you didn't get an email, I recommend getting back in touch with the QuickBooks Payments Team. They can pull up your account and check the status of the refund.

You've also mentioned from other posts that the amount was too large, that's why the refund didn't go through. You may want to process multiple refunds. This way, your client will be paid.
