Are you converting your QuickBooks Online data to Desktop? Please switch to an incognito or private browsing session in Internet Explorer (press Ctrl+Shift+P). Then, go back to the link and click the Download button again.

I have a similar issue except when I click on download my data it takes me to the screen to login into Intuit Account Manager and then it takes me to Data & Privacy where I can make another request to download data. So where is the data that I can download? What is supposed to happen when I click the download data?

I'll answer this query for you about the conversion process of QuickBooks Online (QBO) to QuickBooks Desktop (QBDT).
Since Microsoft no longer supports Internet Explorer (IE), this conversion process is no longer available as well. IE was an integral part of the process that without it, you're unable to continue.
What I can suggest for you in this situation is to look for a third-party app that can do this for you. You can visit this page: QuickBooks Apps Store.
