Hello I have exactly the same problem.
I have tried to connect and reconnect many times over the past 2 months.
The issue isn't the password but the balance isn't updating.

Since you've already tried reconnecting your account, it would be best if this will be checked further with our Support team. They can use a screen-sharing tool to take screenshots or videos or any information that will help us investigate the behavior.

I found the solution. I had the same problem and even posted on this community but didn't get straight answer from support.
Well, I thought about the solution for a couple of days and I actually found the solution myself.
It is not QBO side settings.
You have to remove the history of "Permissions you've given" under Account > Security on PayPal.
After that, back to QBO and proceeded "Connect to PayPal" . It worked like a charm.
You have clicked a link to a site outside of the QuickBooks or ProFile Communities. By clicking "Continue", you will leave the community and be taken to that site instead.
