For those of you experiencing problems with QB Desktop not being able to download cc transactions from American Express I finally got confirmation that this is a known issue with American Express and being worked on. You might get a OL-208 server unavailable error when trying to download transactions via bank feeds.
You will also be unable to setup any new Amex account connections.
So, now we wait and try again later.

Yes, I'm also getting this error. Tried 2 different times to chat with support and all it did was waste my time. Issue began 8/1.
I am having the same issue. I have changed no settings, passwords or anything else. This needs to be resolved by Quickbooks fast or more people will transfer to more robust software solutions. I have used Quickbooks for years, but am seriously considering moving in a different direction. My subscription renewal is coming up. This had better be resolved soon.
Just spent 4 hours working on this... so frustrating! So now we wait and will have to reconnect the account once they get around to fixing it. Thanks for posting this.

Its not fixed for me!

I got it working finally.
The key was to go to "Use Advanced setup" during the 2nd step then hit the "Direct Connection" button the next screen. This must refresh something within Quickbooks b/c I was then able to finalize the connection without any issue.
I'm happy to see that you were able to get it working, @MH10001.
Thanks for updating us and letting others know the steps you took to get the connection working again.

Any new solutions here? I've been downloading transactions as usual directly into QB from my Amex account, however, unable to do so for my husband's Amex account. I was never able to download directly for this second account, but I was able to download a qbo file that I could then transfer into bankfeeds. This is what I've been doing for years with my Chase accounts. Since July 17, all I can do is download a file into my desktop, very useless. I need it to go into my bank feeds either automatically like with my own account, or at least manually for this second account as I had previously. Come on techies, help us out pleeezzzz!
This isn't the experience we want you to have when trying to download your American Express banking transactions, @LauraLH.

Fill me in if you have further concern with managing and downloading your AMEX bank transactions in QuickBooks. I'm always around to help. Keep safe!
I was able to download and import manually for first two quarters of the year. Always required some editing of file via text edit, ie retype in CC account number. But now this file is being rejected by quickbooks, it will not recognize and sync with my Amex account. Same is now happening with my Chase downloads. QB always seems to mess with credit card transactions imports vs checking account imports. Help us!
I acknowledge that this process may be challenging for you, @ubahn.
