I have a client who would like her employee to be able to use the Receipts tool, but her employee doesn't see the Receipts tab. Neither the client nor I (her accountant) can see anywhere to add her employee as a sender. The employee has standard access without payroll.

I know how important to remain the confidentiality of the product and customer information in QBO. That's why I'm here to share some information on how you can manage your account effectively.
You can limit their access by changing their User type in the Manage Users page. Let me guide you how.

Did you even read my question? I don't need help with user access. I need to know why an employee can't see the Receipts tab in the Banking section.

Let me help share information on why employees can't see the Receipts tab in the Banking section.
Only the Master and Company admin, can view the receipt tab in QuickBooks. That's the reason why the employee can see it.
In case your client wants to change the user access of the employee, they can follow the steps shared by Grace above.
