Join nowI was looking through our check register and noticed a tax payment marked TO PRINT, in the area that usually shows check numbers. Does this mean that the tax payment is not paid?

Not necessarily. A check that has the option Print later enabled will have no check number on it. The reason for this is because you'll have to assign the check number when you're in the process of printing it.
For example, you created the check outside of QuickBooks Online (QBO) and recorded it with the Print later box enabled. This doesn't mean that the tax payment didn't go through. You can simply remove the check on the Print later box and assign a check number to it.
In case you need to check your filing status for a tax return, it's best to view your tax agency's website.

TO PRINT should not show in the check register for a tax payment if the payment is made electronically to the tax agency. I use QBO for two different businesses and TO PRINT shows on the register for the state payroll tax payment in one business but not the other. This has never happened before and the TO PRINT cannot be edited out. This also makes this payment show up in the "Print Checks" list which is in error.

When creating a check, you have the option to print it later. When the Print later box is enabled, it doesn't mean that the tax payment was not paid yet. It only means you're adding it to the print queue. Then, you can print all your checks at once.
If you decide not to print the check, you can remove it from the queue and manually enter a check number. Here's how:
